“Mr. Chairman, I rise in vigorous opposition to the amendment. Mr. Chairman, for years most Members of this body worked to eradicate the racist apartheid government of South Africa. With the recent democratically-held elections we have seen our dreams realized. It is now incumbent upon us to keep our pledge to the people of South Africa and help them all reach the standards of equality and prosperity that they deserve. With rich natural resources, a developed infrastructure, sophisticated banking structure, trained managers and cheap electricity, South Africa is positioned to play a leading and constructive role in the region. In 1989 South Africa accounted for 76.7 percent of the total GDP of the southern African region. The success of the region might very well depend on the success of this one nation. I am outraged at the attempt by the gentleman from Indiana to cut aid to this nation just as they have elected a democratic, representative government. I can see no justification for this step and encourage all Members of this body to oppose his amendment.”
