H.R. 4514, Veterans Major Medical Facilities Construction Act, provides an increase to the Veterans Administration to improve patient care facilities. This bill is targeted at specified medical facility projects in California, Ohio, Alaska, Connecticut and Florida. It authorizes ten projects to improve, renovate and update patient care facilities at VA medical centers in these five states. The measure sets specific authorizations for each project in FY 2003 and an overall authorization of $285 million in FY 2003 for all ten projects. The much needed improvements in patient care at these facilities will include accommodations for veterans with disabilities, blind rehabilitation centers, programs for seriously mentally ill patients, rehabilitation programs for substance abuse, and facilities for hospice care. My colleagues may recall that when we were debating the rule for the Defense Authorization Act earlier this month, I expressed concerns about the projected rise in the number of veterans and retirees over the next few years, especially those over the age of 65. - I rise today in tremendous support of H.R. 2052, The Sudan Peace Act. This bill will decrease the suffering in which the terrible atrocities are inflicting on the people of The Sudan. The Sudan Peace Act declares that Congress denounces any human right violations by all sides of the conflict in Sudan (including the Government of Sudan). It directs the U.S. representative to the United Nations to seek to end the veto power of the Sudanese government over the relief programs to Sudanese civilians. Further, it revises Operation Lifeline Sudan (OLS); provide additional support for internationally sanctioned peace process written by the secretary of state to support the peace process, and condemns the bombing of innocent civilian targets. Mr. Chairman, this legislation requires all businesses that operate in Sudan and trade securities in the U.S. to file disclosure forms with the Securities and Exchange Commission. Thus if these businesses fail to file disclosure forms, the Securities and Exchange Commission will prohibit them from trading securities in U.S. markets. In addition, the State Department, is required within six months of enactment, to report to Congress on income generated by the development of Sudan's oil-producing sector. - Every time we deny an open amendment process on an important piece of legislation, we are disenfranchising the people and their representatives from the legislative process. The people and their representatives are not even being treated as second class citizens. They might as well not be citizens at all given how little impact they have on shaping legislation in the House. If that is not undemocratic, I would like to know what is. - My amendment provides that immediately after the House adopts this rule, it will bring up legislation that does two things, undergirding what my good friend, the ranking member of the Appropriations Committee, Mr. Obey, mentioned in his remarks earlier. First, it stops the President from moving forward with his deal to transfer operations at a number of our Nation's busiest ports, including the Port of Miami immediately south of my district, to the Government of Dubai state-owned Dubai Ports World. This is the identical language that was offered in the Appropriations Committee yesterday by Chairman Lewis and later adopted by the committee on yesterday. Secondly, the legislation would strengthen the process by which our government reviews future foreign takeovers. Specifically, it would require that all foreign transactions that could result in foreign control of any entity engaged in interstate commerce to undergo a thorough review that mandates the direct involvement of the President and the Congress. Whatever Members believe about the Dubai agreement, the House should be guaranteed an up-or-down vote on whether or not we want to turn control of a significant number of our Nation's ports over to a company that is owned by a foreign government.
