I just wish to correct one thing with reference to President Carter. What he said was that there should be identification, not proof of citizenship, and that it should be free to everybody. I am sure he didn't allow for an unfunded mandate. Mr. Speaker, I yield to the distinguished ranking member of the Armed Services Committee, a decorated veteran and hero that all of us respect. I would be interested, the kind of hero that Ike Skelton is, that he tell his story; or hear his story about what happened to him. Mr. Speaker, I yield 2\1/2\ minutes to my good friend, the distinguished gentleman from Missouri (Mr. Skelton).
