Let me put two or three additional questions. Is there any provision, perhaps the gentleman from Florida [Mr. McCollum] might join in, that would allow for the addition of Federal judges? And I notice in the litany that was offered of things that it could be used for, absent from that were Federal public defenders and provisions for attorneys for that indigent. Can it be used for that purpose?
