I rise today to oppose this silly rule. This rule provides the American people with a limited opportunity to debate this important issue. It is a rule that was written by the Republican leadership that fears the will of the American people to have an open and honest debate on campaign finance reform. If we are to maintain this institution's reputation as a representative body, then it is imperative that the American people have an opportunity to freely debate this issue here on the floor of the House. I want to know why we are even talking about campaign finance reform before we are talking about election reform. I would think that after last year's travesty of an election, in which it was discovered that thousands of Americans nationwide had their right to vote stripped from them, Congress would have acted by now.
