Let's judge our partners and friends, not by number of laws they have adopted but by the effectiveness with which they are implementing these laws.

As is clear, I and Bill Johnson are from south Florida, and I know that hurricanes ruin lives, displace people from their homes, their jobs, and their communities.

I do think that its disadvantages outweigh its advantages, and that it ultimately will not work with a budget as complex and as fraught with partisanship as ours.

What I don't think we fully understand is this: What is the human cost of these storms, and how does that cost impact the Federal budget?
