I take great pride in this opportunity to join the Congressional Black Caucus and other Members of this body to pay tribute to African-Americans who have contributed enormously to this great Nation. As we celebrate Black History Month, we must remember the origins of this celebration, as it dates back to 1926. It was then, that Dr. Carter G. Woodson, a noted historian, and author, initiated the observance of ``Negro History Week.'' Each February, Dr. Woodson, whose own contributions were inestimable, advocated setting aside a week to honor the achievements of African-Americans. The lives of black Americans have improved since the 1950's, and, indeed, there is no doubt that relations between blacks and whites have improved. However, segregation, poverty, discrimination in jobs, housing, and many related problems continue to persist, and continue to erode the so-called American dream. Today, we celebrate an America that is more culturally enriched, intellectually developed, and technologically advanced because of the contributions of African-Americans.
