Reclaiming my time, Mr. Royce, I am tired of studying and the American people are tired of studying. The Thompson substitute that was not allowed because of this closed rule does, in fact, do what is necessary for secure borders. Mr. Speaker, at this time I am more than pleased to yield 5 minutes to a colleague that I served with on the Permanent Select Committee on Intelligence and who, for 26 years, was in charge of border security, the chief of two major regions of border security and who happened to be at the hearings that you were at, Mr. Royce, my distinguished colleague, Silvestre Reyes.
