Our good friend Paul Ryan, who is an author of this legislation, yesterday in my dialogue with him, he agreed that this legislation gives the President the power to do five messages in regular legislation and 10 in an omnibus. Do you think by any stretch of the imagination that the American public believes that this is going to reduce the national debt?
