I do need to have an explanation. I am not familiar with this process, and I do not know whether there has been an agreement reached, and I am trying to learn the answer to that. The SPEAKER pro tempore. The gentleman from Utah has moved the previous question, both on the amendment and on the resolution. The question is on ordering the previous question on the amendment and the resolution. The question was taken; and the Speaker pro tempore announced that the ayes appeared to have it.
