Mr. Rogers just said last night no other negotiations were going on. Last night the DNI asked us to make three changes, three, to our proposal. We made all three changes. They are in this bill. But the administration still rejected our proposal, and they gave us a moving target. We gave the administration what it told us it needed to protect America. They still said no.”
