It is clear that the mail system, the vote-by-mail system needs some additional guardrails.

I do think that its disadvantages outweigh its advantages, and that it ultimately will not work with a budget as complex and as fraught with partisanship as ours.

Let's judge our partners and friends, not by number of laws they have adopted but by the effectiveness with which they are implementing these laws.

But what we need to do is to demonstrate to the Ukrainian people that the international community is with them.
