Would the gentleman agree that the gentleman's principles of guaranteeing a contract to the prison companies can be achieved by simply giving them a certain dollar amount in the contract, which I will concede my amendment does not prohibit? All my amendment prohibits is guaranteeing a certain number of bodies. Would the gentleman concede that allowing them to get their guaranteed contract through dollar amounts would achieve the same purpose, and would the gentleman concede that this amendment allows that?
