the bill, as written, indicates that the joint resolution itself is enough to rescind the President's action when, in fact, in order to make it proper, under the Presentment Clause, you would need a joint resolution and the President's signature, which is something that still does not provide for and, therefore, in my opinion, is in fact unconstitutional.
