I have talked to a lot of Governors and a lot of State legislators, and I know you have too, but those who have in the last decade, not in the last 5 or 6 years, who supported increases in traditional user fees in their States have actually been more electable rather than less.
Carper notes that supporting user fee increases has helped politicians get elected.
