I will tell you why we think it is important. Five years ago, I never heard of VOIT, voice over Internet protocol. I had no idea what it was. I don't think anybody around here did. That is the ability to send telecommunications, telephone messages, over the Internet. It is a major change in the way we communicate on the telephone. The problem with making permanent this legislation is we assume there are not going to be any more technological changes. We are learning how to send cable TV, movies, and all kinds of stuff over the Internet.
