Maybe most areas, but a bunch of the areas that are not in attainment now, again, it just seems counterintuitive that EPA has not modeled the effects of all of its planned clean air rollbacks on cross-State pollution; yet EPA feels like Delaware and other States are going to be in attainment in 2023. It just doesn't add up.
