I thank the Democratic whip for yielding time to me and for his extraordinary leadership on this issue and tell him how proud I am of him and my other colleagues, no matter where we come down on this issue. I have a little bit of a different approach to the serious matter that is before us. During the first week or two of the August recess, I did something that I suspect none of my colleagues did; I actually read the Iran deal and a lot of the materials that relate to the agreement. After putting it down, my mind wandered back to another time and place where there was an intense effort to end years of hostility and mistrust in the Middle East. As Governor of Delaware and chairman of the National Governors Association, I led a trade delegation in 1999 of business leaders, government officials, and citizens mostly from Delaware, many of them Jewish, and we went to Israel in the summer of 1999. We went looking to strengthen economic and cultural relations between Delaware and Israel. Briefed by U.S. Department of State officials before departing on our mission, I also went looking for an opportunity to encourage Israeli and Palestinian leaders to seize the day and change the leadership in Israel in order to try and negotiate the two-state solution that always seemed just out of reach. Those opportunities came sooner than I ever expected.…
