“Mr. President, our committee has worked on this legislation all year. We have had hearings. We have had meetings, discussions at the staff level and Member level to try to come to an agreement on all kinds of provisions to the bill, and we are prepared to do more of that once this legislation is adopted. But we reported this bill unanimously because it will benefit citizens across our Nation, better ensuring that, no matter where they live, they will have access to clean and safe water. Our bill ensures that every State, territory, and Tribe will receive more funding to make critical investments in clean water projects.
