Mr. President, the Shaheen-Collins amendment makes changes to the State Response to Contaminants Program. Specifically, the amendment expands the provisions for the State Response to Contaminants Program from covering just underserved communities to also small and disadvantaged communities, to allow communities that are financially unstable, which cannot afford to address contaminants, or small, which means less than 10,000 people in population, to qualify for grants to address contaminants in the drinking water.
