Let me be clear on this point--and I thank the Senator for pointing it out--the ADVANCE Act does not in any way alter the Nuclear Regulatory Commission's longstanding statutory responsibility to protect public health, safety, and the environment. I do not believe that the language in section 501 in any way asks the Nuclear Regulatory Commission to do anything that it does not already do, within the limits of its existing authority and consistent with congressional intent in the Energy Reorganization Act of 1974. I believe that it is essential for the Commission to continue to adhere to congressional direction to prioritize safety in order to maintain the trust and confidence of the public and the industry. In fact, the provisions in the ADVANCE Act, originally part of S. 1111 reported by the Committee on Environment and Public Works, provide the Nuclear Regulatory Commission with the tools and resources it needs to ensure that it can execute that safety mission efficiently and effectively into the future.
