good morning to our pages and members of our staff, some of whom have been up all night. I just walked over here from my office in the Hart Building and, along the way, I ran into the Capitol Police and others who are putting in a long day and a long night. I, on behalf of all of us, want to express my thanks to them. I have said this on several occasions--that I take no joy in going through a chapter like we are going through tonight. I come from a State on the east coast where we get along pretty well. Democrats and Republicans sort of like each other. They tend to be mainstream, both on the Democratic side and on the Republican side. We have something called the Delaware way, and it is sort of based on the three C's--communicate, compromise, and collaborate. This is what we do. We have done it for a long time, and it seems to work for us. Hopefully, when we get through this chapter--when we get through the nomination process--we will be able to get back to the three C's. I have the privilege, as the Presiding Officer knows, that when I got out of the Navy I moved to Delaware, and I had an opportunity to serve in a couple of different roles--as the treasurer, as a Congressman, and then as the Governor for 8 years. In my time as Governor, according to laws and the constitution of Delaware, the Governor nominates people to serve as cabinet members, as members of the judiciary, and on a lot of boards and commissions.…
