I think it's an excellent proposal, and I think it's been interesting to sit here and watch, in the absence of real affirmation of the War Powers Act or the declaration of war, there's a kind of a kabuki theater that goes on, where the President, before they go to war or goes into action, says, 'I have the power. I can do this. I don't need you in the Congress to do it.' But, in every single case, what have they done? They've come to the Congress, because of the point that they need that broad support.
