In my judgment we are here to discuss the budgetary aspects of this and why are we declaring a census which has been called for since 1789 in this country to be an emergency. The bottom line answer is, it is not an emergency, it is not unforeseen, it is not unanticipated, it fails every definition of 'emergency' we have ever had here in the Congress of the United States. My judgment is that we just have to stop the rampant abuse that has been going on in recent years of calling everything an emergency to avoid the problems of the budget and to avoid the problems of the caps that we are all so familiar with here on the floor of the House of Representatives.
