I am in opposition to this rule, and I am very, very strongly in opposition to it. Let me explain why I am opposed. This has been a very controversial piece of legislation. Labor-HHS has had a lot of different aspects to it, all the way from LIHEAP to summer jobs, and a lot of people have questioned and have wanted to change it one way or another. Probably the most controversial of these items is what we are debating right here which is the amendments with regard to parental notification with respect to contraceptive drugs or devices. As I understand it, essentially we are debating this rule and we are going to debate this bill, and then we are going to consider these two amendments, and we are not going to consider the rest of this bill, which is going to end up in the omnibus bill anyhow, so we are essentially down to setting up a mechanism by which we are going to vote on two very difficult amendments, and I happen to be a cosponsor of one of them, with a strong belief that it is the right way to go. This is a heck of a way to legislate.
