“I do rise today in absolute full support of the conference report to H.R. 800, the Education Flexibility Partnership Act of 1999. I cannot thank the gentleman from Indiana (Mr. Roemer) enough. We were able to come back and get it done this year. And I think this is a day of great hope for both the gentleman from Indiana (Mr. Roemer) and myself and I think for all of us in Congress and the school kids across the country.
