We have had tax increases because of that. We have to make changes. We need the budget enforcement. The budget enforcement bill provides that if there is a problem in terms of getting to where we need to be over those 5 years that we, the Congress, can waive the caps, that we, the Congress, can make programmatic changes, all of which we would do to protect Social Security or the veterans or the tax reductions; or we could do nothing and by sequestration it would be resolved. I do not think that is going to happen. I think these are scare tactics. I believe that, if we believe that we should balance the budget of the United States of America, that we have to do more than just say that, we have to have a budget enforcement mechanism; and that is what this legislation is. Vote ``yes'' today.”
