We do have certain responsibilities that we do need to fund, and one of those is clearly under the No Child Left Behind. The Elementary and Secondary Education Act is title I. ... It brings in the people who are going to help our children in schools which are most in need of money. And we would get at least a lot closer to the $25 billion. Right now we only have $13.9 billion appropriated.”
