We are talking about Federal dollars here. We have never at the Federal Government level funded school construction. Perhaps in emergency situations, but other than that, we have not. We do have certain responsibilities that we do need to fund, and one of those is clearly under the No Child Left Behind. The Elementary and Secondary Education Act is title I. ... I think we clearly recognize the importance of title I. It brings in the teachers, it brings in the help. It brings in the people who are going to help our children in schools which are most in need of money. And we would get at least a lot closer to the $25 billion. Right now we only have $13.9 billion appropriated.
