We are very supportive of this legislation. We are also very supportive of the concept that the United States of America needs to continue to be involved with some of these organizations, including the World Bank, the International Development Association and some of the various development funds which are out there. We think that the International Development Association has become a symbol of the willingness of the United States to meet its international obligations. We will not be able to effectively advance our reform agenda unless we stay fully involved and keep our payments up to date, which we are attempting to do at this point and which this legislation indeed attempts to do. These are difficult choices. Few Members really wish to in some instances subsidize export promotion or be involved in some of these supports overseas with respect to these areas, but as we go more and more into international trading and an international economy, I feel they are necessary.
