I think the historical perspective of what they say and what the District of Columbia says does make a great deal of sense. In fact, the more I hear, the more I like it, and we should go forward with that as soon as we can. I would like to close not necessarily by talking about the legislation, but talking about the distinguished gentleman from New York [Mr. Flake], the ranking member, with whom I have worked for some 3 years now in the position of chair and ranking member. I do not know of any working relationship in this Congress which has been stronger than ours. We have never had a disparaging word between us. We have been in sync on practically everything. One time when he got rolled on something, he told me, and I got rolled on it almost as rapidly, on something we were not sure we really wanted to do. He has been just an absolute pleasure to work with. We will miss him tremendously.
