I rise in reluctant, but strong, opposition to this legislation. It is this simple. We are down to the last few days of this session of the Congress, we are going to go out of session in 3 days or so, and in this time we are going to find a lot of legislation which comes forward which has not gone through the entire committee process, sometimes not even the subcommittee process, and it is too bad in this case, because this is a very good piece of legislation, if we just took certain portions of it. Somebody said as much as 90 percent of it is actually very good, and frankly, I would not be opposed to that at all. But the bottom line is that there is enough in it to bring it down that the Senate will probably not act on it. The White House will probably veto it if it came there. It has not gone through committee, and it has certain flaws in it which I think are fundamental in terms of protecting the environment of this country.
