RULE OF CONSTRUCTION WITH RESPECT TO GREENHOUSE GAS EMISSIONS. Nothing in this Act, or the amendment made by this Act, may be construed to controvert the fact that greenhouse gas emissions must be reduced by 50 to 52 percent below 2005 levels by 2030, and that net-zero greenhouse gas emissions must be achieved by 2050, if the United States is to satisfy its commitment under the Paris Agreement and avoid the worst impacts of climate change.
