That is fine. Mr. President, I am delighted for the intervention. As I said at the outset of my discussion of this, the chairman was occupied with the staff for a moment. At the time, I said that I was confident he and I could work this out. I am confident we can work out most of this. The reason I raise this is an illustration of the larger point I am making; that is, there is no attempt to delay anything here. This provision was not included in the Republican bill. I think it is a very important provision.
