The McCain-Hollings-Biden amendment that was passed called for $1.2 billion. We even passed a $1.7 billion amendment. The House and the President seem--I do not know what it is. I just do not get it. I thought that maybe this time around my colleagues in this body would understand that, as my dad, God love him, used to say before he died, if everything is equally important nothing is important.
