This is a treaty. This is not a conference report. This is not a piece of legislation. This is a treaty. And we should not be effectively legislating on a treaty. This treaty is going to go back to every other nation to sign, and we are going to say, by the way, there is a paragraph in here that says, ``The Senate authorization committee,'' and they are going to think they are reading Greek. It has nothing to do with the treaty. I do not in any way belittle his concern; it is worthy of debate, but it should not be on a treaty. I will make that point more forcefully when we get into the debate.
