I have been an open critic of at least some of the ways this administration has handled a very complicated, admittedly complicated, situation in Bosnia. But I would like to set a few things straight before we vote, if we vote, on this amendment. It was not President Clinton who locked the United States into a multilateral approach. It was President Bush. It was Secretary Eagleburger, with whom I spoke, who said we should do nothing in Bosnia. And finally the last administration decided that we should impose through the U.N. Security Council an arms embargo on all the constituent parts of the former Yugoslavia. That was a mistake from the outset, in my opinion. It was well intended. It was done in the name of bringing people to the peace table, except for one small thing. The JNA, the Yugoslav National Army, which had been very well equipped, over the previous 30 years under the leadership of President Tito, was under the control of Mr. Milosevic, the President of Serbia.
