“If the Senator will yield just one second on that point, the point the Senator just made I hope illustrates why the Senator from Michigan and I are not suspect of the Senator from Louisiana but why we are cynical about this because we know that the Senator from Utah and the Senator from Kansas wanted to supersede it. They kept telling us they did not. But we know they wanted to supersede. That is the problem. I think Senator Johnston has gone a long way to correcting that.
