I say to my friend, this is not intended to capture incidental damage. Say someone in a peaceful protest trips over a hedge or tromps on a flowerbed. That is not the intention here. The key here is ``incidental damage'' that is not intended. That would not be captured by this legislation, as I read the legislation.
