let me begin by complimenting Senator Kerry, the floor manager of the authorization bill, along with the ranking member of the full committee, as well as the subject jurisdiction subcommittee. It is not always the most fun to handle this bill. But it is very, very important. And I want to compliment Senator Kerry on the skill with which he has dealt with the issues contained in this legislation, particularly with regard to a couple of the more contentious aspects of it. I am pleased today to join my colleagues, the chairman of the full committee, Senator Pell, and the distinguished--and a Senator who is not only bright but extremely tenacious--the Senator from Wisconsin, [Mr. Feingold], in presenting a substitute amendment for title III of the bill. Amendment No. 1246 (Purpose: To provide for the consolidation of international broadcasting activities)
