let's get this straight. Verification is about whether or not we can know whether or not our security interests are going to be put in jeopardy. A useful chemical weapons capacity requires a lot more than just whether or not you can produce illicit chemical weapons. It requires a delivery system, infrastructure, storage, and use of chemical weapons. It includes defense preparations, extra security around the storage areas, and training and exercising of troops who will use those weapons. It goes on and on. The ability to put together a chemical weapons capability to go undetected that will diminish our security is not real.
