Mr. President, confirmation and expiration are issues before us today. As we have heard from the Member from New Hampshire, the Senate Foreign Relations Committee, on which we both serve, months ago considered the nomination of Gayle Smith to be the next Administrator of USAID. Today, 60 million people around the world are displaced, either within their countries or as refugees spreading throughout the world. It is the single greatest refugee crisis since the end of the Second World War. Gayle Smith came before our committee and received commendations and plaudits from Republicans and Democrats for her long experience as a journalist, as a leader in humanitarian agencies, as a member of the National Security Council, as a cofounder of the Modernizing Foreign Assistance Network, and as a seasoned and senior leader who can help bring strong leadership to USAID at this difficult and important time. Four months later, she has yet to be confirmed by this body. We have broad bipartisan support for this nominee yet fail to move her forward due to a hold by one Member. I think this points to a longer challenge that this body faces because you also heard from the Senator from New Hampshire of an attempt to move forward the Land and Water Conservation Fund, which yesterday expired.
