“Mr. President, I wish to associate myself with the remarks of the Budget Committee chair. As a member of the Budget Committee, I join her in expressing her strong view that this country does not need another shutdown or another pointless fiscal cliff but needs us to listen and to work together in this Chamber and with the House of Representatives and move forward on the agenda on which all of our constituents want us to proceed. I rise today specifically to speak to the bill that is on the floor that has been the subject of debate and discussion, S. 1392, the Energy Savings and Industrial Competitiveness Act of 2013. This is a broadly bipartisan bill.
