I would agree to the elimination of AFDC payments if in fact a person has lived by the rules and has found a job. If in fact that person has done all you say but lives in the steel town that Mary lives in that I just described, and she cannot find a job, if she lives in Washington, DC. And the inner city where 12 percent of the people are unemployed, then of course I am not going to throw her and her children out in the street.
