I am sure we would have had a better deal from the North Koreans if the gentleman from Massachusetts had done the negotiation. But since we are lucky to have the gentleman staying in Congress and not going off to work for any administration and to negotiate, we are stuck with the deals that administrations, as incapable as they are, work out. Would the gentleman not agree that if this framework falls apart and the North Koreans go back to trying to build their own reactors, we are less safe than under this program?
