I guess I would say one thing having been through both Democratic and Republican Presidents, of both parties, I have seen them able to certify almost anything or not certify almost anything they chose to certify or not certify. The other thing is what we are dealing with here, and not questioning anybody, is a political hot potato. If the White House shuts it down, then that becomes obviously significant political fodder. I think in a bipartisan way, and again my hopes for this amendment are not great, but we ought to move past this and engage a much more dynamic policy. Nothing will hurt Castro more than having Cuban-Americans who are successful going back to Cuba and giving a contrast to the life there.
