I would be happy to debate you on both substance and process. The gentleman was a member of the Foreign Affairs Committee for the previous 2 years. Can the gentleman cite an instance where during the debate on a major issue there was a motion to cut off debate and move with a vote in the 2 years the gentleman spent on the Committee on Foreign Affairs? We gave every member an opportunity to fully debate the issue, unlike when this bill was before the committees, where motion after motion was made to cut off debate.
