I have been here not as long as has the gentleman from Illinois, but there is no question the power of Congress is enhanced by a law that gives us a role and a positive action in the process rather than simply being consulted. The consultation process again is a very weak situation to find yourself in. The President fulfills the law if he calls up the Congress and tells them what he is doing. I think it is much better, both for Congress' responsibility and the President's responsibility, to force Congress to either take an action or, through its lack of action, to give the President support for his policies, and also clearly to give Congress and the American people some time to view the developments in the field.
