We often talk about the job loss associated with the employer mandate, but this is, in my estimation, the most serious and most deadly consequence of an employer mandate. By turning health benefit costs into a set percent of payroll dictated by the Government, you prevent employers from having any impact on health care cost control, and that is the biggest problem. That is the biggest challenge. That is what health care reform is all about. And we see the power of employer action in today's world because so many employers have done so many creative things to control costs. Health care costs are rising in the private sector at about 62 percent, and in the public sector they are still rising at 13 percent.
