It's as if President Biden and Transportation Secretary Buttigieg had the Hartford region and the I-84/91 Interchange in mind when they laid out their bold plan for infrastructure, the American Jobs Act.

The 84 and 91 interchange... is the number-one chokehold in the State of Connecticut, number two in New England.

We can't continue to count on luck. We have to make sure that we are taking very specific action.

That is the poorest zip code in the State of Connecticut. And it is also poor because of the way that that highway system cut off and segregated that part of Hartford.
