How can we be sure that the process will be fair for tribes seeking Federal recognition in the future, if the recognition process is now allowed to be opened up to tribes that have been denied in the past?

We, as a Congress, have a responsibility to conduct a thorough and fair oversight so we can fully understand those implications.

I have very serious concerns about the rules as proposed, as we have seen--understanding we have not seen what was sent over yesterday.
